Creating a package that is hidden from clients

I would like to create an ad package that is hidden from regular clients, but available to me as the admin, so that I may manually create these myself.  This would be so that I can create free campaigns for those who I wish. 

Can't see how to do this, if it is even possible.

Ideas anyone?
